Health insurance for foreign residents: why and how
Foreign nationals living in Turkey may not automatically qualify for SGK (Social Security) coverage unless they hold a valid work permit with SGK registration. Those without SGK access need a private health insurance policy that covers them for the duration of their stay.
The Directorate of Migration Management (Göç İdaresi) requires applicants for residence permits (ikamet izni) to demonstrate adequate health coverage valid in Turkey throughout the permit period. Difference from travel insurance: Travel policies are designed for short visits. Long-term residents in Turkey need a policy with continuous validity for the residence permit duration, not a short-term travel product.

Residence permit: The policy must be valid across Turkey throughout the permit period and meet the minimum coverage threshold set by Migration Management. Confirm the latest requirements with the relevant authority before applying.
SGK-enrolled foreign nationals: If you work in Turkey with a valid work permit and are SGK-registered, your options are the same as Turkish citizens (TSS or private health). Foreign residents' health insurance is for those outside the SGK system.
Exclusions
